2014 Burlington 11-Man State Open Tournament Rules of Play:

    1½ hours per round - 2 games (45 minutes per game)  If the game is not completed on time, then a move per minute for 10 minutes.
    If the move per minute does not create a decision, then the referee (Tim Laverty) will make a decision for the results.
    Tim Laverty also has the options to ask for another Master's decision on a judicial decision.
    When masters agree on asking for a computer decision the position must show a value of 60 point to declare the win using KingsRow.
    A touch piece must be played if it’s a legal move; otherwise, 1st time warning. If it’s a legal move, play or forfeit.
    Get your opponent’s permission to straighten your or his pieces.
    A Player may request their 1st game completed by a referee decision so their 2nd game of that round starts on time for equal time & fairness.
    Players may concur to record 1st game's position after 1 hour and start 2nd game, and upon completing it, finish 1st game.
    A player may request referee to apply the 40 count rule to stop an opponent's repetitive moves (delay of game).
    A 3 point bye round would be awarded as the first bye, thereafter to the lowest opponent.
    Only 2 points per multiple byes will be awarded to the lowest opponent.
    If a player is 15 minutes late, then the game will be forfeited.
    If a player is 1 hour late or more, then both games will be forfeited.
    When a player fails to complete a game or round its considered a forfeit.
    If a player withdraws unknowing to referee after paired Swiss round, its considered a forfeit.
    If an opponent tells referee he is withdrawing but will return to finish tourney, those unfinished rounds create a bye situation.
    A known withdrawal before a paired Swiss round, is considered a bye if it creates an odd number of opponents.
    Only one Repairing, and only if necessary in the last round.
    4 points for a forfeit, (2 per game); 3 points for a bye; 2 points for a win; 1 point for a draw.

                              Brief Meeting:     8:30 - 8:45am

     Round 1:        9:00am - 10:30pm

     Round 2:      10:30am - 12:00pm

   Lunch:         12:00pm - 1:00pm

   Round 3:       1:00pm - 2:30pm

   Round 4:       2:30pm - 4:00pm

  Round 5:       4:00pm - 5:30pm

Closing Ceremony: 5:30pm - 6:00pm
